The company detected something unusual shortly after it started raising funds for the flood victims on Oct 24 through its television programme Ratcharot Ma Koey.

The audience was encouraged to call the contact centre to donate. But after a week no calls had been made.

A Workpoint Entertainment staff member made a call to the number displayed on the programme and found it had been redirected to an unidentified person who posed as a company representative.

The company changed the telephone number,Grassland Fence, only for the line to be meddled with again. Losses were estimated at up to 1 million baht.

Flood-weary residents vent fury
Road blockade group clashes with motorists

Newspaper section: News

Hundreds of flood-devastated residents in Pathum Thani yesterday clashed with motorists during the Din Daeng-Don Muang tollway blockade to pressure the government to accelerate assistance and the drainage of deep floodwater.

Residents of swamped communities in Pathum Thani clash with motorists during the blockade of the Din Daeng-Don Muang tollway in front of Zeer Rangsit department store yesterday. The flood victims set up a roadblock to demand the government speed up flood relief operations after being hard hit by deep floodwaters for about a month. PATTANAPONG HIRUNARD

The residents from several flooded communities in Rangsit and Lam Luk Ka areas, led by former election candidate Kiattisak Songsaeng, set up a blockade on the entrance of the inbound tollway in front of Zeer Rangsit department store at about noon.

The residents demanded the government's Flood Relief Operations Command (Froc) accelerate drainage of floodwaters which had affected their livelihoods for a month.

The road closure caused heavy congestion, prompting motorists to negotiate with the protesters. However, the talks failed and both sides clashed at about 2pm before police from Vibhavadi station and Pathum Thani intervened.

Almost simultaneously, nearly a thousand residents in Bangkok's Sai Mai and Don Muang areas yesterday dismantled a massive sandbag dyke at Don Muang's Directorate of Air Operations Control intersection on Phahon Yothin Road.

An angry motorist confronts protesters after her car was badly damaged during clashes near the Din Daeng-Don Muang tollway yesterday. PATTANAPONG HIRUNARD

The villagers, equipped with knives and sharp objects, waited for Froc representatives to negotiate. They had been asking the Froc to widen a drainage gap. However, they decided to remove the barrier after talks with Pol Maj Gen Damrongsak Kittiprapat, commander of Metropolitan Police Division 2, failed.

After the flood barrier was removed, large amounts of water rushed towards Saphan Mai area.

Deputy city clerk Chumphol Sampaopol yesterday said the removal of the floodwall on Phahon Yothin Road would slow down the drainage resulting in prolonged hardship.

He said some areas could be affected as the water in Khlong Mon 40 could rise by 1cm to 2cm after the barrier was dismantled.

"Even though the city's drainage system is working efficiently, the removal of the floodwall could slow down the drainage," he said.

"Some areas such as Lat Phrao,Shake up Froc-hesco, Kasetsart intersection may take another four to five days to dry out." He said that the city has asked the Royal Irrigation Department to install more water pumps south of Khlong Rangsit to accelerate drainage of water in the Don Muang area.

More protests are imminent as Arthit Ourairat, rector of Rangsit University and a former House speaker, is urging residents in Pathum Thani to step up pressure on the Froc. Rangsit University is situated in the heavily flooded Muang Ake housing estate, which lies north of Don Muang.

On his Facebook wall, Dr Arthit suggested blocking Vibhavadi Road and Don Muang tollway.

"If the authorities do not take action I suggest that we take a step. That is to close down in-bound and out-bound Vibhavadi road and Don Muang tollway," Dr Arthit said.

"And I'm asking Don Muang people to join us. We are in the same boat."

He said the floodwater may recede,Flood impact will last for months-hesco bastion, but the level is still high in many areas.

However, he was opposed to a proposal that the floodwater be drained via the western side, saying it would affect Khlong Prapa, which is a resource for tap water production.

Dr Arthit yesterday sent a letter to Froc director Pracha Promnok and Bangkok governor Sukhumbhand Paribatra, asking them to accelerate drainage of the floodwaters.

Meanwhile, Prime Minister Yingluck Shinawatra yesterday pleaded with Bangkok residents to let some floodwaters flow into the area to ease the hardship of others.

"The flood barriers could just slow down the run-off into the city. The areas which have dried out should open the way for the water to drain into the sea," she said.

She said she had asked the Froc and City Hall to work together to drain the water and jointly negotiate with the people in the process.

"If we look at the big picture and try to understand the nature of water, that is the best solution," she said.

"Holding off water is never a solution. Some areas have to let water flow past," Ms Yingluck added.

Anond Snidvongs, the Froc's water management adviser, said a meeting among Bangkok and six neighbouring provinces' governors, chaired by Deputy Prime Minister and Interior Minister Yongyuth Wichaidit, will be held today to find solutions to halt the spreading conflicts.

Lurking danger of flood-damaged buildings

Have the pillars and beams of the buildings you work or live in been weakened to the point of collapse by floodwaters?

Critical questions concerning flood damaged structures

1) Are the structures of buildings such as shophouses, commercial buildings and housing estates strong enough to tolerate water pressure?

This basically depends on the construction standard. Normally, concrete buildings are stronger than those made of wood since there are steel bars inside the concrete. If the building is designed and constructed according to professional standards, with sufficient steel bars and proper pillar size, it is quite certain that the structure can withstand the pressure of no more than two metres of water without grave structural damage or falling down.

2) Which part of the building can be damaged most in massive flooding?

Brick walls and the floors are the most vulnerable during a flood because they are the parts that come into direct contact with the water. The larger the surface, the more area will be affected by the floodwater and the pressure that comes with it. So, damage is more likely to occur to these parts compared to beams and pillars.

At one metre high, the water will exert pressure of 1,000 kilogrammes or a tonne per cubic metre. This will be doubled if it is two metres high. In reality, the wall and surface are only designed to put up with pressure of 100-200 kilogrammes per cubic metre for the walls and 200-300 kilogrammes per cubic metre for the floor. Therefore, huge pressure from water up to two metres deep may cause the wall to collapse and the floor to become warped and cracked. Wooden structures may become loosened.

3) What are the chances of the beams and pillars cracking?

Beams and pillars may be damaged if they are too small. Knock-down materials that are widely used in new housing estates can be a problem as there may be cracks in the connecting parts.

Besides, long-standing floodwater may devour parts of small pillars, exposing the steel bars to the water and causing them to rust. If this is the case, they urgently need to be fixed or the structure may crumble. If the cracks are severe, the beams will need to be replaced

Remain calm if you spot damages and cracks on beams and pillars as these may only be on the surface. If you find any cracks, call an engineer to check them

4) What about the foundation?

There are two types of foundation, one with foundation piles underground and the other on the ground. Watch out for the underground structure to make sure that the foundation pillars remain intact. At the same time, the water may wash away the soil that holds the on-the ground foundation, causing the structure to become unbalanced.

5) Buildings with basements need special care.

Pumping water from a flooded basement must be carried out step-by-step with extreme care. Doing it in a rush can cause further damage. Initially, it's necessary to keep pressure balanced between the water in and outside the basement, or pressure outside the basement will push the wall, causing serious cracks in the structure. It's better to wait until the water outside recedes before siphoning the water from the basement.

6) Some guidelines for structural repairs.

If not severely damage, construction adhesives can be used for cracks in the walls and beams. The rust on steel bars needs to be removed and covered with rust-proof paint. Reinforcing the steel bars may be necessary.

Broken pillars must be removed and replaced immediately to prevent the structure from falling down.

Warped floors and walls must be fixed or rebuilt.

If the main structure slips from the foundation, it's necessary to have a new foundation built. Call an engineer

7) Other concerns in addition to structural repairs.

Further checks are needed for damage to other parts of the house, like parquet floors, doors and windows as well as paint and wallpaper. Some works, like the electrical system, require a professional.
